I think you need a veterinary calm to remove ticks. This is the only way to ensure that they are gone.
You can also try to score a killer like this

but I'm not sure how effective they are. And the ticks and fall into the ear canal, which would further problems that would be horrible, I definitely suggest the first route to a veterinarian. I know it's more expensive, but it is the duty of horse ownership!
I have a mare who is getting ticks in the ears. It is very frustrating! I always know when it ticks in the ears, because she has rarely heard a tick shy, but when she began as crazy with ears and head are manipulated.
My vet said dewormed with ivermectin and ticks will not be a problem, and seems to work. Give the horse a pipe-wormed with ivermectin, and see if it helps. I do not know how it works can ivermectin in the blood sucking ticks kills and repels them?
If it's too bad, can a horse have veterinary calm and remove ticks. Good luck, this is not a problem, to have fun!
I would check a veterinarian. Ticks can be very dangerous and ears are sensitive. You do not want to prove something to himself, because it most if you're not sure what they can frighten them.
Good luck, hope you can help!
